The expansion of business between the public and the private sectors has increased our expertise on all aspects of administrative law.
Our work has been mainly focused on bidding proceedings, privatization processes and public works concessions and projects structured under PPPs (private public partnership) regime.
We actively participate in:
- Preparation of proposals and corporate structures and consortiums for bidding proceedings.
- Monitoring of procedures.
- Agreements negotiation.
The active role we played in all major bidding proceedings that have taken place in Uruguay during the past years has given Hughes & Hughes a broad experience in the interpretation of the applicable general bidding regulations and practices, as well as the specific rules of different government agencies.
Our participation in this area has included projects related to energy, airlines, hotels, telecommunications, oil, gas, IT, airports and the supply of a wide variety of goods and services.
Experience:
INVENERGY
We advised Invenergy -through its local subsidiary Tealov SRL- in the international public bidding called by UTE (Uruguayan State-Owned company) for the construction under a lease structure of an extra high voltage station (500kV) at Cardal, an extra high voltage line (500kV) Cardal-Punta del Tigre and a high voltage line (150kV) Salto Grande-Salto B including other related works. The bid was awarded to Tealov SRL.
SIEMENS WESTINGHOUSE
We worked in the international public bid “Turnkey” hiring of the works for the repowering of Central José Batlle y Ordóñez and the public bid: “Turnkey” supply of a combined cycle thermal power station for electric energy generation.
LEGO EDUCATION
We participated in the bidding process organized by Plan Ceibal for the selection of suppliers of robotics kits, of which LEGO was awarded, and then advised on the negotiation of the respective agreements.
CARESTREAM DO BRASIL COMERCIO E SERVICOS DE PRODUTOS MEDICOS LTDA.
We advised Carestream in concerning bids launched by the Ministry of Public Health (financed by the World Bank) for the supply, installation and technical service of biomedical equipment.
ANSALDO ENERGY SPA
We advised Ansaldo during various international public bids launched by UTE for supply of “Turnkey” and operation and maintenance of a thermal plant power generation combined cycle.
